WHAT'S NEW ?


THIS POSTCARD! - The Communication Committee of the Freehold Center Partnership has decided to send this postcard as a regular means of communication to the membership in lieu of the In-Touch newsletter. You can still look for two editions of In-Touch prior to the Annual and Semi-Annual meetings, which will serve as your official legal notifications.


MAIN STREET GAZEBO - A new gazebo has been purchased by the Freehold Center Partnership and placed in front of 10 East Main Street. This site will serve as a central information center and plans are being finalized for an entertainment schedule throughout the sidewalk cafe season.

OPEN MIKE (at the Gazebo) - 7 to 10 p.m. at the Main Street Gazebo, 7/19, 7/26, 8/2 and 89.

ASHTRAYS - The Freehold Center Partnership has worked with local businesses to place over 40 outdoor ashtrays throughout the district. This was proactive measure in response to the new overall no smoking rules adopted by the State of New Jersey.

SOUTH STREET SIDEWALKS - Freehold Borough applied for and received a Department of Transportation grant to continue the brick paver program in the downtown. The completion of sidewalks on South Street is a great addition to this beautification project spearheaded by the Borough's administration.

SANDWICH BOARD SIGNS - The FCP Restaurant Committee has achieved another success in completing the uniform sandwich board sign project. Working with the Borough and its Code Enforcement Department a sign prototype was approved that addressed safety and ascetic concerns while addressing the functional needs of a daily changing menu at our local restaurants.

"BUY A BRICK" at the Main Street Gazebo - Proceeds will be used to offset the cost of entertainment. Cost: $100.00. For more information contact Jayne Carr @ 732-462-3584



WHAT'S COMING?

ADOPT-A-PARK - The Planning, Coordination & Design committee is working in conjunction with the YMCA and our local landscapers to complete the planting and maintenance of seven downtown pocket parks. Two parks are still available for adoption.

GATEWAY BANNERS - Large banner poles have been ordered for each of the gateways into the center. The new poles will serve as additional banner displays as well as anew site for holiday decorations.

RESTAURANT/BUSINESS DIRECTORY - The final photos and edits are being made before printing the new business directory, which will highlight our downtown restaurants.

DOWNTOWN BUSINESS GUIDE - The reprint of the Partnership's Downtown Business guide is ready for printing. This popular information booklet for anyone looking to open a business in downtown Freehold is being generously sponsored by our local Amboy National Bank located at 68 East Main Street.

ANOTHER VIRTUAL TOUR! - The Partnership has been working with the various institutions in Englishtown, Manalapan, Freehold Township and Freehold Borough to create a historic virtual tour of "The Road to Monmouth". This tour will stop at many of the sites of significance along the path our soldiers marched going to Freehold the day before the Battle of Monmouth.

LOOKING AHEAD WHILE LOOKING BACK

It’s been 15 years for the Partnership, . ve or so before that in building a consensus, I figure about middle age in the life of a Special Improvement District. Our turbulent youth, rebellious teens and now, complacent middle age. It’s time to shank things up, revitalize and rethink our priorities and goals. We started with an ambitious agenda of events and concerts, tackled litter and the negative perceptions of our downtown. We’ve seen the downtown change from a retail center to a restaurant mecca and services hub as of. ces spread out in all directions of the County seat. You come downtown on a Saturday evening in July on the infamous Promenade and we have succeeded. Now look for the new retail store openings, look at the American Hotel or look for the new parking deck and we are not as successful. The Partnership summit in January asked what the Partnership can and should be doing in the coming years. What role do we play in furthering Freehold Center? We asked this of the Board of Directors and others concerned enough to show up, but we need to ask the other 300 or so partners what they think, what they think, or do they even know we exist. We need to educate and inform all the partners, motivate their participation and suck their brains for creative, new ideas. We have seen our shopping competition change in 15 years, from regional malls and strip centers to suburban communities trying to build town centers. We must re-access our strengths and weaknesses, maybe reprioritize our goals and develop a partnership framework for the next 15 years. (That’s 2020)

Rob Kash, as Partnership chair, has done an excellent job of beginning to swell the ranks of the board and committees with new members. We need to share the consensus experience, share our history and let them lead the way.

MCHA is preparing for their HUGE yard sale that will take place October 8th and 9th, 2005. They are collecting your used saleable items for their fall yard sale to benefit the Monmouth County Historical Association. Please call 732-462-1466 to arrange for drop off. WCHA is also looking for volunteers to help with coordination and working the day of the sale.

Countywide Arts Development Plan

Takes Shape.

The Monmouth County Arts Council in partnership with Monmouth University and the Monmouth County Planning Board is engaged in a countywide arts development plan. In it, we are developing strategies to strengthen audiences for local arts and culture, build strength in arts education programs, support our local arts organizations and artists, and ensure that this is a culturally vibrant county in which to live and work. As the Partnership enters its 15th year of working for the improvement of Freehold

Center, it is time to take a step back and ask its members and those who care about

Freehold, what the Partnership can and should be doing in the coming years.


To prepare for that meeting and to give you the opportunity of sharing your thoughts with us, please take a moment to think about

what you would wish the Partnership to do, or not do, in the coming years by answering the following question:

"In the next 5 years, what role should Freehold Center Partnership play in

furthering the improvement of Freehold Center and the Borough of Freehold?"

Don Smartt, of The Community Advocates has been asked to help to conduct this important meeting and will act as the meetings

facilitator. Don will use the responses to prepare a preliminary report for delivery at the meeting. Your responses will be treated

in the strictest confidence and anonymously by our facilitator. Responses may be e-mailed to don@donsmartt.com ,

An Introduction and/or Reintroduction of the

Freehold Center Partnership, Inc.

Jayne L. Carr, Executive Director

My name is Jayne Carr and I would like to introduce myself as the Executive Director of the Special Improvement District that manages most of the

downtown business district in Freehold Borough. Special Improvement Districts are self-help ventures that are organized by property owners and

the local government, which are voted on by the majority and then put into legal ordinance by legislation of the State of New Jersey. Membership

is determined by location within the boundaries set by the ordinance and includes all property owners and businesses operators who fall within the

designation. Through the direction of the elected Board of Directors the subcommittees make plans and execute retention activities, work towards

security and maintenance improvements, create and fund revitalization and enhancement activities and develop various marketing strategies. All of

this activity is directed towards strengthening and sustaining the business community. From the following review of our committee accomplishments

over the past six months you will see that there are many volunteers who in addition to their financial assessment are contributing an enormous

amount of time and talent. If you would like to become more active, working on a proactive team who have consistently achieved positive goals you

Spooktacular Events for 2004 were the best ever!

The all-volunteer Halloween Spooktacular committee extends sincere appreciation to the Freehold Center merchants for their support of our annual

events. In particular, the high school window painting was a tremendous success -- thanks to the talented art students and the thoughtfulness of

many Freehold Borough businesses. The hot chocolate, subs, bagels, sandwiches, pizza, soda, and etc. were very much appreciated by the students,

their teachers and the Spooktacular staff. This year saw Spooktacular events more heavily attended than ever. Our Scarecrow contest included

almost 90 homes! The Haunted Hayride ran continuously for five hours with over 1000 family members enjoying the hard work of over 100 volunteer

haunters. New in 2004 was our "learn to carve" evening that had dozens of residents learning the fine points of pumpkin carving. The next evening

our Jack-O-Lantern contest had 100s of pumpkins and many more families enjoying a balmy evening. Finally this year’s Halloween Parade had a

record number of costumed marchers thanks to good PR and a perfect day. Thank you goes out to the Freehold Center Partnership for your continued

support. The Spooktacular Committee would also like to thank the following businesses for their contributions to this years events: TJ's Lawn &

Landscaping, The Court Jester, YMCA of Western Monmouth County, Battleview Orchards, Wemrock Farms, Paul-Mark Printing and others.

GREETINGS FROM THE CHAIR by Marlene Rogala

The time has come to invite all Special Improvement District members to the annual meeting of your Freehold Center Partnership on April 22nd, 2004, 7 p.m. at the Partnership offices located on 17 Broad Street. The election of officers will take place that evening and you will hear first hand all of the news from the various chairpersons regarding the business of your organization.

As outgoing Chair, I take this opportunity to applaud and thank the various volunteer committee chairs: Bill Mehr, Rob Kash, John Ballew and Roz Karlan, and the committee members whose tireless efforts and professional services further enhance the continued Renaissance of Freehold Center. Moving forward could not be accomplished without the cooperation and enthusiasm of our two governing bodies within the district, the Borough of Freehold and the Monmouth County Board of Chosen Freeholders. Without their involvement we would not have accomplished the many successful events and projects during the history of the Partnership. In particular I mention the special events commemorating the 225th Anniversary of the Battle of Monmouth. This historic event headlined here in the district last year with the placement and dedication of the original Columbia Triumphant monument in a new park on East Main Street.

Along with the entire Partnership, I thank your Executive Director, Jayne Carr, for her dedication to the business and property owners in our district. As our liaison with the membership, the Borough, the Western Monmouth Chamber of Commerce, the County of Monmouth and Allen Consulting, she has represented the Partnership, resulting in the many improvements and special events that make Freehold Center a destination for business and entertainment.

Best wishes go out to the incoming officers and chairs. I wish them every success as we continue to build on this strong foundation.

TWO NEW ADDITIONS TO THE PARTNERSHIP:

CECILIA REYNOLDS, the newest member of the Partnership's Board of Directors, is described as a tireless, compassionate volunteer who puts her heart and soul into helping those in need. Pushed to the forefront by the closing of the muster zone on Throckmorton St., Cecilia has the love of the Latino Community and the respect of the police and elected officials. Helping to integrate the Hispanic residents into Freehold Borough, she works to find shelter, food, jobs, training and almost anything that is needed.

Cecilia was born in Montery, Mexico, came to the U.S. in the early 1990's and settled in Freehold Township in 1998. She started as a St. Rose of Lima Church volunteer, answering phones, but saw an important and growing need. "There was so much need in this community for volunteers" she explained.

Her work has expanded into being co-founder/publisher of The Nosotros newspaper, a monthly Spanish publication, with a circulation of over 15,000 throughout the county.

According to Freehold Borough Patrolman Craig Dispense, the towns community relations officer, that "even though she holds no official title and her office receives not grant money, no one is turned away. If her office cannot address a problem, she acts as liaison to other agencies to find a solution. She is passionate about helping the Latino community in our area, and is tireless in her efforts to assist them."

With the Partnership, Cecilia hopes to bring the gap between the old residents and businesses in Freehold and the new residents in our area.

JOANNE VERO has been named the new Marketing Committee Chair for the Freehold Center Partnership. Joanne is the owner of J. Vero & Associates, 64 East Main Street, and is marking her 10th anniversary in business this year.

Joanne has an extensive sales and marketing background as an advocate for non-profit and not-for-profit organizations. Her company is outsource to coordinate event planning, generate revenue for travel and destination planning guides, and provide a variety of support services to businesses and organizations, including trade shows and expositions. Her company has launched monthly publications for The Gateway Regional Chamber of Commerce and The Morris County Chamber of Commerce with a combined circulation of 55,000.

Joanne resides in Howell with her spouse of 21 years, Nick, and their children Nicole, 19, and Anthony, 9. She has volunteered for the past 12 years as a religious instructor for St. Robert's Church in Freehold, and serves as vice-president of the Griebling School PTA. Joanne is also a member of the Ladies Auxiliary (MAX) for the North Howell Youth Association and has donated her company's time for various non-profit groups throughout New Jersey on an ongoing basis.

"We are especially fortunate to have Joanne on board," said Jayne Carr, the Partnership's Executive Director, "and we look forward to working with her. She brings a wealth of talent and experience to the table."
