| A New Stop on the
Road to Healthy Communities |
In 1944, the MBTA of Boston discontinued
service on its Fairmont commuter
line leaving the areas along the
railway isolated and underserved.
35 years later, service was restored
to several communities, but not
to the low-income neighborhoods
of Dorchester, Mattapan, Roxbury,
and Hyde Park. The stations in
those communities were left to
fall into disrepair until 2004
when the Fairmont/Indigo Line
Coalition (FILC), which includes
four community development corporations,
began lobbying for the stations
to be reopened. In 2005, with
the support of BostonLISC and
The Boston Foundation, the coalition
succeeded and the state agreed
to invest $43.5 million for the
renovation and restoration of
service along the line.
The plans for reopening of the
four stations are a catalyst for
growth in these communities, spurring
plans for the development of housing,
community facilities, retail and
green space. At the moment each
of the CDCs is involved in a neighborhood
based planning process that will
allow for unique development.
Southwest Boston CDC is interested
in cultural facilities development-making
their neighborhood an arts destination;
Mattapan CDC would like to see
more retail and affordable housing;
Codman Square CDC would development
home ownership opportunities especially
for young families; Dorchester
Bay EDC would like to see more
retail and affordable opportunities;
CDC input into the planning process
for these sites helps to reinvent
neighborhoods that offer new opportunities
while remaining inclusive.
The reopening of these stations
is projected to impact more that
160,000 residents along the corridor
by creating new opportunities
for neighborhood economic growth,
as well as, providing access to
the resources and job opportunities
of downtown Boston. Fairmont/
Indigo is just the latest in a
wide array of transit oriented
development (TOD) projects that
LISC has supported which are creating
healthy, vibrant communities.

| FY
2007 Appropriations |
The
new Congress's first job will
be to complete appropriations
bills for FY 2007, which began
last October 1. The old Congress
approved only two appropriations
bills - for Defense and Homeland
Security - before adjourning,
as well as a continuing resolution
to keep other programs functioning
through February 15 at the lowest
of FY 2006 levels or House or
Senate recommended levels for
FY 2007. By that time, the Bush
Administration will have already
proposed its FY 2008 budget.
The two incoming Appropriations
Committee chairmen, Sen. Robert
Byrd (D-WV) and Rep. David Obey
(D-WI), have announced their intention
not to pursue full appropriations
bills for the remainder of FY
2007. Because Byrd and Obey are
eager to devote full attention
to FY 2008 appropriations, they
have stated their intention to
dispose of FY 2007 appropriations
by enacting a single "joint resolution"
to cover pending FY 2007 appropriations,
based generally on FY 2006 funding
levels. The resolution will not
include any FY 2007 "earmarks",
or member-sponsored special project
grants. Pending earmarks could
be considered for FY 2008.

New Markets Tax Credits Extended
In its last significant act before
adjourning, the old Congress enacted
a trade and tax bill that extended
authority for New Markets Tax
Credits through 2008, one year
beyond its previous 2007 sunset,
at the current level of $3.5 billion
in investment authority. The provision
also directs the Treasury Department
to write rules to ensure that
rural areas get a proportionate
share of investments. The New
Markets extension is a significant
achievement, especially considering
that extensions of other tax incentives
were granted only through 2007,
and these generally had expired
in 2005 or 2006.

State Housing Trust Funds continue
to be an area of keen interest
cross the country:
In Virginia, community advocates
and a wide array of multi-sector
partners are beginning a two year
campaign for a Virginia Housing
Trust Fund. They hope to tie the
legislation to a dedicated revenue
source that would potentially
generate $50m annually.
In California and Connecticut,
advocates move forward with are
moving forward with the implementation
of Housing Trust funds that were
created during 2006. In California,
discussions have begun about how
to effectively spend $850 million
that was targeted for infill development
in last year's successful housing
bond referendum. In Connecticut,
advocates are introducing a series
of bills that will tackle implementation
of their new housing trust fund
and improved regulation of the
state housing system |

Funding
Opportunities |
The Institute for Global Education
and Service Learning and the National
Dropout Prevention Center have
announced a second round of funding
for the Learn and Serve America,
Youth Organized for Disaster Action
Program. All Alabama, Delaware,
Georgia, Louisiana, Maryland,
Mississippi, New Jersey, New York,
North Carolina, Pennsylvania and
South Carolina school districts
(including charter schools) are
eligible to apply. The goal of
the program is to address disaster
preparedness and community safety
concerns by engaging students
in service-learning activities
in their schools and communities.
Applicants may apply for a maximum
award of $5,000 during year one
and $10,000 during years two and
three. The deadline is January

Youth between the ages of 18 and
25 are invited to become a part
of Oxfam International Youth Partnerships,
a global network of young people
working with their communities
to create positive, equitable
and sustainable change. Selected
youth will have opportunities
to develop their skills, knowledge
and understanding and to share
their experiences with other young
people. The application deadline
is January 31. For additional

Independent Sector is accepting
nominations for the Leadership
IS Award. The award honors outstanding
organizations for their leadership
in investing in the people of
the independent sector as they
work to build community. The Leadership
IS Award supports this principle
by acknowledging an organization
that incorporates the development
of future leaders in its policies
and daily operations. The award
is presented at the Independent
Sector Annual Conference and Meeting
of Members. The application deadline

The Hitachi Foundation is accepting
nominations for the Yoshiyama
Award for Exemplary Service to
the Community. The award is presented
to ten high school seniors from
around the United States on the

for longer-term social change
rather than on academic achievement
or extracurricular activities.
The award is accompanied by a
gift of $5,000. The application
deadline is April 2. For additional
